Odd horizontal light lines showing up in image using RGB N64

https://www.youtube.com/watch?v=u7tkdm5WAnI I tried to take a video of it. There are little beams of light that come off of link and go to the right, when I switch to S-Video they aren't there, so I think its either the RGB mod I'm using, maybe an issue because I'm using luma sync or an issue with the RGB input on the PVM. I'm leaning towards it being an issue with the mod or the use of luma sync but thats really just a hunch. Does anybody have an idea what the cause of it might be?
