Strange SCART PVM Issue

Hey guys, I'm completely stumped here. I own multiple consoles that work perfectly running directly via scart cable to my sony PVM-2130qm. I decided to buy a bandridge scart switcher so I could have them all hooked up at once. Simple I thought. No.

For some strange reason all of the consoles only appear in black and white. The Dreamcast is almost entirely black and stranger yet the saturn works perfectly through the switcher. I don't have another male to male scart cable to test if thats the issue, but why would the saturn work via this scart cable/switcher combo if the other consoles wont?

As I said, stumped. I'd greatly appreciate any ideas/suggestions you could throw my way. Thanks guys.

Does the switcher require power, USB or otherwise?
I had a USB powered VGA switcher and nothing worked until I plugged it in a USB port.
