I have an Hantarex CT28 EV monitor
It's supposed to be a VGA/SVGA monitor, but I suspect it could also get 15KHz signals
I've tried the VGA input and it does work fine with both my Dreamcast and Atari Lynx II McWill VGA Out, but when I try to connect something 15KHz to the BNC inputs, the signal does not sync. I have tried SNES and N64 with RGB CSYNC cables made by retrogamingcables in UK, but they don't work

No idea. But I suspect 31khz only.

Looking at the discolouring on the your connection backplate it's possible they had different modules that allowed for different syncs/inputs.... Either that or that's just how they assembled these at different points in time.
...You might be able to hook something up manually if there's a tri-sync capable board+tube inside... But the chances of that isn't high imho.
