any Hdmi to scart rgb converter?? (downscale and lag free)?

i just bought a second hand bang & olufsen beovision 3 crt tv. This is a 16:9 widescreen crt ptv with scart rgb port. I am planning to hook up my pc to this monitor to play Cuphead or hook up my PS4 to it. Just wondering if there is any HDMI to Scart converter that allow me to downscale 1080p digital signal down to 250p /480p analog rgb scart with the least lag possible?

Neat TV, you need the remote to go into 4:3 and the service mode is initiated by fitting a button to a JST header inside the back of the tv, above the neckboard.

If you have a compatible Radeon video card (with VGA out) then you can just use CRT emudriver and a VGA to SCART converter (like this). I've never actually tried this but it should work well.

For the PS4, you will need a downscaler. There are several options, which Fudoh has covered in detail - head over to http://scanlines.hazard-city.de/

Of course, if your TV accepts 480p, then you can just set your PS4 (or PC) to output that and use an hdmi to VGA converter to be paired with the SCART converter linked above. For scanlines, you will need to add yet another device, like the SLG3000.
