Can anyone recommend a good inexpensive EPROM programmer for working with arcade PCBs? I live in the US, if if makes a difference on what model or place I should buy from.

I bought a really cheap one from Sivava for 45 bucks. That's probably the cheapest EPROM burner you can buy. It should be able to support most common EPROM types that you'd want to program for arcade PCBs. It's not very user friendly, it's not terribly versatile, but it should do what you want it to. And it isn't much to look at, either. Just a bare PCB with no box or anything.
