question about japanese PS2s

the guy in my local gamestation told me he's "100% certain that japanese playstation 2s will play games from any region."

is there any truth in this or is he just a lying scumbag?

You should take him on his confidence by making a written bet with him to get a free game if he's wrong, which he obvious is. Though he'll probably make an excuse and say that JP PS2's can certainly play all region games...if it's modded or via Swap Magic and stuff.
