I have no clue how to take one of these systems apart, and wouldn't want to.
Would doing something like using a q-tip and rubbing alcohol on it work??

flicking the power on and off would probably be more worthwhile than fixing it, unless it's causing the genesis to not function. In that case, you should just take it apart, and find out what's going on.

The Genesis is pretty simple inside, I'd crack it open and take a look... don't worry, you won't hurt anything.
If you really don't want to, I'd just do what Neon suggested, although you'll be screwed if you want to play X-Men.

No clue about the model 1 but the model 2 Genesis is cake to open and you can easily see if anything might be clogging up the reset button.
A q-tip probably won't work since it won't be able to get in the cracks to remove whatever residue that may be causing the button to stick.

model 1's easy too. Just a normal screwdriver.
