Starting new highscore thread

What is the custom concerning when to start a new highscore thread on these forums? I'm posting in a thread which hasn't seen any activity for a couple of years, and where the creator of the thread isn't answering my message after a couple of days. Am I to just be liberal and start my own threads in these cases?
