Are they allowed? Specifically for the hiscore boards here for deathsmiles, espgalida ii, Ibara, mushihime etc. and the older games too!

It depends on the rules laid out by the topic creator. Ask in the thread for whatever game you are interested in, and if it isn't allowed you can always just make your own thread specifically for MAME scores.

MAME scores are allowed for pretty much everything that is not SH3.

In it's current state SH3 emulation is simply too unstable and there is no sort of standard for it.
They are incomparable to PCBs and ports and the blitter delay makes slowdown on them a mess which can lead to unfair advantages or disadvantages depending on what people set the blitter rate at. Blitter doesn't work very well either, if you set the rate right for one section of the game it messes up a different section of the game and so fort.

You can of course always ask the thread holders for permission but it's touchy ground.
