Can anyone remember this Megadrive game?

I've been trying to remember the name of this horizontal shmup on the Megadrive/Genesis, I think you played as a baby on a flying surfboard or something, but I knew it for it's amazing industrial soundtrack, I could be wrong but I think it had commander or captain or something in the name.

Mayhap entirely wrong, but could you be thinking of Silver Surfer on the NES? That's partially horizontal, obviously has a surfboard and a great soundtrack. I'm extremely sure there is no pure horizontal shmup on the MD that fits the description, unless you mean Atomic Robo-Kid (flying baby = flying little robot? If so, Arrow Flash is another potential candidate) or, even more far-fetched, one of the Battle Mania games.

There's one with a baby looking guy flying on a cloud called "Cloud Master" for the Sega Master system. Could that be it?
