No idea, but I believe it's about the first Xbox's power (many that-gen stuff ported successfully to it, such as HotD3 and Ghost Squad, be the latter only 30 fps).
I don't even have MAME on my Wii, though (playing MD, NES, FDS, SMS & GG games on it sometimes).

Based on my personal experiences, I'm going with the Genesis/Mega Drive.

I think PS4 and especially Switch might end up being the all the best shmup consoles eventually with the pace shmups are being released / announced these days (both ports and new greats like Devil Engine). Best thing is that those aren't region locked. You might need to get japan release from japan (digital or physical), but you don't need to buy japan console to play them, which is huge improvement already.
Dreamcast is also quite nice, though a lot of the shmups on DC aren't really to my liking.
TG-16 has some great shmups but I think there's also not a huge amount of variety, maybe. But playing TG-16 games on Wii Virtual Console is what got me heavy into shmups. Although playing Mars Matrix for endless hours as a kid was definitely what sparked the thrill.
