Good game! Kind of Aleste x ImageFight x Hishouzame, between the weapon suite and heavy ground targets. Some really cool terrain action later on too, when the "flying tank" ship design comes good. It's one of those STGs that's so generous, a typical enthusiast will likely clear it at first bootup. However I think it's a good easy clear if played by Elemental Master rules, ie, one life = one credit. Only the lack of a compelling second loop keeps it from the PCE's upper ranks. Helluva charge shot but not much to fire it at, not that I don't enjoy letting it off anyway.

Not exactly allowing a 1CC in the arcade sense, but Zeroigar (PC-FX, or emulated) has a moderately challenging and "fair" difficulty. It consists of rather long stages, with middle and final bosses, with one life and a lifebar.
Despite the common aversion to lifebars, in this game it has a point: enemy attacks deal a meaningfully wide range of damage, from pea shooters to ramming and nasty big lasers, and the heroic choice of not dodging to keep shooting and kill enemies fast is a perfectly reasonable tactic to be hit by weak stray shots instead of, eventually, by something serious. It goes without saying that treating being hit like an expendable resource that can be "invested" usefully rather than as the usual disaster is quite relaxing.

The simple and very low variance scoring also reduces worrying: nothing is ruined by missing enemies or pickup items. A third element that reduces tension compared to typical games is replacing bombs with a plethora of special weapons that spend very fine-grained charges (hundreds per level): using them doesn't hurt score and they are an integral part of any strategy in which enough enemies die.

Whether you die or defeat the boss, after each stage points are subtracted from the total and spent as "experience points" to increase player ship "level" (mainly affecting shot damage and special weapon charges), so eventually any player is going to have enough firepower to beat any level (but not without some planning and careful weapon choices against bosses).

This leveling mechanism also negates, and partly inverts, normal scoring systems: the score at the end of the game is meaningless (it is the remainder of points after the last level up threshold) and a good performance is measured by ending the game at a low level (which implies not retrying levels too many times, therefore not accumulating extra experience points, and being able to win a stage with low power). For example, I finished the main "anime mode" at level 22, but I've seen a Youtube video where the final boss was being faced at level 11 (probably close to the theoretical minimum) so I know I need to improve.

Thanks again for this recommendation, it's a lot of fun. I wouldn't say it's too easy, has enough elements to be tricky, but you can definitely make it a lot easier by going into weapon edit and giving all weapons homing and piercing properties, haha. The Option Edit is also nice without being too overpowered.

Cotton Reboot is super easy. Most people should be able to credit feed to a 1cc.

And although I have not tried normal mode, I was surprised how easy Rolling Gunner Overpowered was on Casual. Only played it once, but stopped a few levels in as I didn't want to 1cc the game on the first try.

Rolling Gunner Over Power doesn't apply to this thread because it only qualifies as easy. (The original version in Novice and Casual totally count, though.)

Yup. No need to use save states or training modes. Just keep playing the game and you should be able to 1cc it. The game doesn't really have any practice options anyway.

Novice Mushi Original on Steam can be pretty much freestyled. Practicing with a few credits will set up a 1CC without much difficulty for anyone.

Battle Bakraid easy mode isn't too bad to get a 1CC on, and the normal mode would be doable as well if you played for survival more than score. Overall, it seems to be a much less difficult game than Garegga or Batrider, but those two are pretty hard.

Sengoku Ace \ Samurai Aces seems to be another one that wouldn't be too bad to 1CC, although I haven't played it enough to get one.

Also, Deathsmiles IIx is another one that's relatively easy to get a 1CC on.

From recent experience, I would say:

Deathsmiles: Lots of resources and pretty slow bullets, you can also choose a route, and there's at least one route that is easier than the default route. While it's true that bullets come from all sides, they're pretty much all telegraphed by warnings and I think this actually makes it a bit more engaging of an experience than it would otherwise be.

Raiden Fighters Jet: I found this one really fun, and the ALL1 route with Miclus or Fairy is quite easy and only about 10 minutes long. Have not yet cleared ALL2 or ALL3 yet.

While I think it's a little bit harder, I would also recommend the R-Type 1-ALL. A long while back I was able to clear it with about a month of practice, and it has a really satisfying puzzle-solving feel going on. I think the hardest part is that it gets way harder if you ever die, so you pretty much want to 1-Life it. Great stage design and weapon system

NES Gradius, Life Force, and Gradius II should not take a long time to 1CC. Life Force's fire stage is kindof cheap with flare surprise and other sudden spawn stuff but as long as you keep your shield you're good way to go, Gradius II on max power just destroy everything on sight as well but one death would be painful.

While Ketsui's a kickass game that everyone should own, Deathtiny mode's definitely more toward the intermediate level at least. Anyone who knows games should be able to knock out the 1cc in a week or two.

I am far from a good shmupper, but I tried Deathtiny Mode for the first time over the weekend and stopped at like the 4th level as I had a ton of extends and was probably going to 1cc it on the first try. It seems more like a caravan mode than a mode built around survival. Not sure how much it carries over to other games. Definitely won't prepare you for the arcade mode.

Different strokes I guess.
I am nowhere near clearing normal Ketsui (or any other Cave game that isn’t on Novice mode) but found Deathtiny mode very manageable if you play for survival.
Whereas I have the Aleste collection and found them frustrating and can’t 1CC any of them.

I like this kind of game a lot. I've got a few hard clears under my belt but you know I tend to take long breaks from the genre which mean games like this are appreciated by me always ! My suggestions:

Neko Navy - extremely cute game in which you dont have to rely on dodging ability at all thanks to constant yet increasingly satisfying screen cancels.

Jet Buster - easier compared to the zeno games but the more developed scoring system means its a lot of fun for all players.

Graze Counter - I've been playing this a lot recently. Aside from the fact that you can unlock outrageously OP ships, the grazing system fuels lots of panic cancels which I think makes it not only approachable but also a good teacher of guage/resource management which is so crucial to so many other shmups.

Hellstar Squadron - I discovered it because it was included in the itch BLM bundle. this is perhaps what i would recommend to someone completely new to the genre. The game is very straightforward with a low level of challenge, on par with CAVE novice modes - ie, i habitual players of the genre will 1CC it on the highest difficulty first try. But it does have good game feel and tight aethetics without feeling the need to have a kaleidoscope of increasingly difficult and arcane modes to provide value. So as a self contained introductory experience I think it's very strong.

DDP DFK 1.5 Novice mode 1-All in Bomber mode is pretty much doable by anyone. I did 1-All it on my first attempt.

G Darius's beginner mode.

I got the 1CC on my first attempt lol and I'm a well below average player. This is by far the easiest clear I've done.

Must say game looks amazing at 2x internal resolution and then downscaled to 240p again (basically 4x FSAA) using a CRT shader on a 4K screen. I'm emulating the PS1 version, with the emulated CPU and GPU overclocked to get closer to G-Net version speed. Ah the wonders of modern technology.

It's worth playing for the spectacle and music alone so very fun in that regard. Plays well, but I don't think I'll be playing beginner mode anymore cause it's just too easy.

I can't speak to the whole list, but I will say that the NES Dragon Spirit game is a pretty easy clear, and I managed to get it w/in a few tries. 1942 took a little longer, because it's a slog, but that's not too bad, either. I haven't beat Gun Nac, mostly because I haven't played it much, but my first time in the game I think I got to stage 4 or 5, so I don't imagine a clear would be too difficult.

I'll also mention Crimzon Clover's novice mode is very approachable, and a good first danmaku for someone trying to get into the genre. Similarly, Mushihimesama's Novice mode is very doable. I think I cleared it on my 3rd or 4th try. Also, it took me longer than I wanted it to, but the lowest difficulty clear on Vritra (PC version) isn't too bad.

I registered to mention a few easy 1ccs. If they're easy enough for me then they're easy enough for anyone:

Ranger Dog is a super easy 1cc. I did it on my first try at Easy mode. Normal mode is a little harder but seems perfectly doable as well. The casino stage is a little jank but that's the only part that is. Since you can pick up shields, beginners can take a hit or two without depleting their lives' stock. Ranger Dog is a parodius-like. There are three ships (doggos) and each is sort of similar to ships from classic shmups like Gradius and Darius. Two of the ships have options and the third can power up its weapons to 5 instead of to 3.

Espgaluda II has some super kind novice modes. Novice Black Label and Novice 360 are both very approachable. Again, you can get a 1cc on these on your first time playing the game. They use autobomb, so again, you can take a hit or two before losing lives. Bomb gauge recharges aren't too rare (you get at least one per stage iirc.)

I'm currently working on Mushihimesama Novice 1cc and Neko Navy Easy 1cc. I would have had the Neko Navy one if not for the last form of the last boss. But both seem quite simple and just a matter of my needing to play the games more. I'm a beginner player in terms of skill level, so I think I can speak from experience in recommending what's easy vs not. :p

Missile Dancer and Raging Blasters (both from Terrarin Games) immediately come to mind.

Really fun (Raging Blasters in particular) and nothing too challenging, but not games you can just breeze through without paying attention.

Barrage Fantasia is another great one - though the last stage can be a bit much compared to the first 2 games I mentioned.

I found GG Aleste on Normal to be very easy, but special mode is much harder. Definitely a lot of fun to play too. GG Aleste 2 is also easy on defaults, but the very last boss was a sticking point for me due to its super fast attacks.

My absolute favourite fun, easy shmup is Pink Sweets Arrange on the Muchi Muchi Pork / Pink Sweets Collection on the 360. I really, really need to get back into this game, just a shame Cave never bothered to patch the hiscore reset glitch.

I think all the Cave Novice modes would classify as fun and easy 1CCs, except SDOJ.
That is still pretty tough for a Novice mode, but definitely achievable.

I just cleared Truxton first loop on my smartphone through a port called Tatsujin Classics by Mobirix. It's the arcade version but with selectable difficulty.

Pretty easy and fun, it was actually the first time I cleared the first loop of this game and got to the 4th stage on the second loop with 1.800.000, probably a low score cause I was needlessly avoiding the speedups.
