Yeah, it looks very much like a japanese site. Both design and language. Maybe it's in english because they're hoping for all us western DC fanboys to buy their shitty new shooter in LE packaging, just as some did with Milestone's and Triangle Service's games. I hate to be pessimistic, but I highly doubt they will bring anything new to the genre (or old, as in awesome pixel graphics, parallax scrolling and FM music - Elemental Master 2?). Considering it looks optimized for Netscape Navigator 2.0, it's probably a Japanese site.

That's some very basic coding and the source reveals nothing indicative of being owned by a real company. I wouldn't be surprised to find that this isn't a real deal.
Is there any way to find out who purchased the web address/domain/whatever...?

The update to the Tecnosoft website was done last year in November. It has been up and down for a while now and each time it comes back up, it has the same things on the website.
With that said, the website itself expires this November.
The true test of whether or not this should be taken as a sign that something new is indeed coming from Tecnosoft, we really need to wait to see whether or not they let the website automatically expire (which I'm unfortunately suspecting they will).
Like I said, I don't want to be a wet noodle, but they've been taunting us with the words "wait a while" for almost a year now.

I'm not getting my hopes up for a true sequel at this point... Even if that webpage is bone fide and its owner also holds the Thunderforce IP rights, the URL could just end up being a platform to promote the inevitable release of Thunderforce II,III,IV on Nintendo Virtual Console. But you never know...

A friend of mine in Japan shared quite a probable theory. Apparently, Sega had contacted him recently about rereleasing Compile games for Wii (his company owns the rights for some of them), and have in general been positive about releasing games from their 8- and 16-BIT days. So quite possibly, Tecnosoft have been contacted for the same reason, and are now reopening their site to promote their old games.
